MANAGEMENT

SUMMARY

A.

RANDOM TESTING During this reporting period, Consumers Energy conducted a total of 415 random tests with the following results:

Contractors 103 Random testing did not identify any positive drug / alcohol results.

The positive drug / alcohol rate for 1999 indicates a downward trend for employees:

CONSUMERS ENERGY FFD PROGRAM PERFORMANCE REPORT January 1999 - June 1999 B.

PRE-ACCESS TESTING A total of 281 pre-access tests were conducted resulting in two (2) positive results. One test was reported as adulterated which equates to a refusal to cooperate and is handled in the same manner as a positive drug test result. The second test was reported as positive for THC. Both individuals were denied access.

C.

FOR CAUSE TESTING A total of six (6) for cause tests were conducted during this reporting period involving five (5) contract employees and one (1) Palisades Plant employee. All incidents resulted from the detection of the odor of alcohol as they were entering the protected area. Test results were positive for alcohol (negative for drugs) on only one contractor and one employee which resulted in unfavorable termination of access.

The contractor did not appeal his termination. Refer to Section 2 below regarding the employee's situation.

2.

MANAGEMENT ACTIONS - APPEAL PROCESS One appeal process was initiated by a 12 year employee who tested positive for alcohol during a for cause incident.

A Senior Technical Analyst was terminated following a for cause alcohol test which identified an average of.07% BAC at 0830. (Company policy is immediate termination following a positive test in a for cause situation.) An internal Peer Review Panel was formed to hear the case and determine whether the termination should be upheld. The Panel determined the procedures containing FFD discipline could be interpreted to allow an individual a second chance following any test process after successful EAS participation. After complying with EAS treatment, the employee was reinstated and placed on a follow up test agreement and the understanding that a second positive would result in termination.

REPORTABLE EVENTS UNDER 10CFR26. SECTION 26.73 During this six-month interval, Consumers Energy did not encounter any FFD event that required reporting under 10CFR26.73.
