SUBJECT: NRC INSPECTION REPORT 50-155/98006(DNMS)

' On August 26,1998, the NRC completed an inspection at your Big Rock Point Restoration

Project which examined decommissioning activities.- The enclosed report presents the results of i

. that inspection.

During the period covered by this inspection, activities in the areas of facility management and

control, decommissioning support, spent fuel safety, and radiological safety were examined. =

Overall, reactor decommissioning activities were generally performed satisfactorily and as

'

planned. Some potential weaknesses were identified in our review of a safety evaluation

procedure, in the form of a lack of clear instructions and guidance for ensuring that the

requwements of 10 CFR 50.59 and 10 CFR 50.82 were evaluated. No actual examples of

improper evaluations were noted. J

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

enclosure will be placed in the NRC Public Document Room. 3
