1986, of activities at the Palo Verde Nuclear Generating Station authorized by

NRC Construction Permit No.-CPPR-14 A~ report of the results:of the-

inspection,"No. 50-530/86-03, was forwarded to you on April 4, 1986. The

.. inspection concentrated.on~ an . examination of hardware and was intended to

assess whether the construction of Unit'3 had been performed in accordan with quality. requirements by comparing the as-built condition to the' design requirement '

~, Based on the results of this inspection, it appears that certain of-your

, activities.were not conducted _in-full compliance with NRC requirements, as set >

s forth.in-the-Notice of Violation, enclosed herewith as Appendix A.

.The areas of concern included'a failure to properly translate design requirements into construction specifications, a. failure to assure the quality.
