BACKGROUND Section 50.47(b)(4) of 10 CFR Part 50 requires each reactor licensee to develop..."A standard emergency classification and action level scheme, the bases of which include facility system and effluent parameters..." The guidance in NUREG-0654/FEHA-REP-1 repeats the planning standard and further defines this scheme by providing amplifying information in the form of evaluation criteria. The criteria stipulate that " specific instruments, parameters or equipment status shall be shown for establishing each emergency.
class...and...shall identify the parameter values and equipment status for each emergency class." The guidance further states that the initiating conditions shall include the example conditions found in Appendix 1 of NUREG-0654.
It is on the basis of the above information that the licensees develop emergency action levels to ensure that the various initiating conditions are appropriately recognized, the correct emergency classification is declared, and the necessary operator actions are initiated.
In April 199c, the Nuclear Management and Resources Council, Inc. (NUHARC) published a document entitled " Methodology for Development of Emergency Action Levels," NUHARC/NESP-007.
In January 1992, NUMARC published Revistor '. of this document based upon NRC and industry comments. The document provides licensees with an alternative approach to the-development of emergency action level schemes for nuclear power plants.
The NRC has endorsed this document in Revision 3 to Regulatory Guide 1.101 as an acceptable aiternative to the guidance in NUREG-0654, Appendix 1.
B.
OBJECTIVE The objective of this solicitation is to obtain the services of technical' experts in emergency planning and nuclear power plant operations to assist the Emergency Preparedness Branch (PEPB) in reviewing revisions to the emergency classification and emergency action le <el (EAL) scheme of the Arizona Public

To perform this task described above, the contractor shall have the following combination of experience and qualifications:

Broad experience in operational aspects of nuclear power plants.
Comprehensive knowledge of plant systems, operations, and-

Extensive knowledge of and experience in emergency preparedness at nuclear power plants.

In-depth knowledge of plant systems and operations in response to upset conditions and accident transients.

Thorough familiarity with plant classification schemes and

their relationship to Emergency Action levels (EALs), based on observable plant parameters, using NUREG-0654 and NUMARC/NESP-007 guidance.

Thorough familiarity with Emergency Operating Procedures

(EPIPs), and their interrelationship and use during emergencies.

Technical familiarity with Emergency Response Facilities (ERFs) staffing, functions and operations.

In-depth knowledge of the duties and responsibilities of control room and technical support staff for routine and emergency-operations.
f.
In-depth knowledge of emergency dose projection systems and offsite interface functions.
g.
Extensive experience in observing the implementation of emergency action level procedures by control room and technical support center staff in NRC-evaluated exercises, h.
Thorough knowledge of radiation protection practices onsite and offsite during the mitigation activities following an accident.

Experience in the writing and evaluation and review of emergency plans and EPIPs for nuclear power plants.
It is the responsibility of the contractor to assign technical staff, 1
employees, subcontractors, or specialists who have the required educational background, experience, or combination thereof to meet both the technical and regulatory objectives of the work specified in this 50W. The NRC will rely on representations made by the. contractor concerning the qualifications of the personnel assigned to this task order including assurance that all information contained in the technical and cost proposals, including resumes, is accurate and truthful.

WORK REQUIREMENTS AND SCHEDULE 1.
The contractor shall provide the necessary qualified personnel, facilities, materials, and services to review the licensee submittals of revisions to their emergency classification and EAL schemes against current NRC regulations and guidance or against.
previously approved EAls, as appropriate.
The technical monitor will direct the contractor.
2.
The contractor shall provide a draft report for initial review by the technical monitor followed by a final version incorporating NRC's comments. All reports should be typed and on a 3%-inch diskette in a format allowing NRC to revise output usirig Wordperfect 5.1.
i 3.
For each EAL submittal reviewed, the contractor shall perform the following and document it in a technical evaluation report:
i a.
State and describe the proposed changes.
t b.
Identify applicable guidance from examples in NUMARC/NESP-007, Revision 2.
j c.
Compare the proposed version with applicable NRC guidance in 1
NUMARC/NESP-007, Revision 2.
d.
Evaluate any differences to determine whether the proposed changes are consistent with the NRC guioance and will meet i
NRC standards.

If, in the course of a review, questions arise concerning the adequacy or acceptability of EAls or other' emergency plan items which are not part of the submittal, the contractor shall bring the i
matter to the attention of the technical monitor, who may ask the contractor to provide the following in writing for each such EAL-or item:

A statement of the current EAL or emergency plan item.
b.
A statement of the applicable NRC~ criteria or example conditions in NUMARC/NESP-007, Revision 2.
c.
A description of the differences, if any, between the emergency plan item or the licensee's EAL and pertinent NRC requirements and guidance.
d.
An evaluation of whether the item or EAL in question meets NRC requirements.
5.
If the licensee's submittal does not include sufficient information for any reviews being conducted under this. contract, the contractor will describe to NRC what additional information should be requested from the licensee and review such material when received and incorporate the new informatior. into its report.
6.
The contractor should identify minor changes such as editorial changes or other nonsubstantive changes in licensees' submittals and should not analyze or review such changes.
7.
To fully satisfy the objectives, the contractor shall support the NRC staff following delivery of the final deliverables specified.

This support shall consist of, for example, answering staff questions on the final deliverables and attending meetings with NRC management and others to discuss the results of the work specified in this statement of work. The contractor shall be.available to provide such support throughout the task order period of performance. All such support shall be coordinated through the NRC technical monitor.
8.
Task Completion Schedule Draft Report Within two weeks of receipt of the licensee's' submittal and other supporting documentation as required by the contractor.

D.
MEETINGS AND TRAVEL Except for local travel, the contractor shall obtain prior oral or written approval of the NRC technical monitor for any. travel to be taken.

PERIOD OF PERFORMANCE The period of performance shall begin from authorization and shall continue through March 1, 1994.
G.
APPLICABLE SPECIAL PROVISIONS The work specified in this S0W is fee recoverable.

HRC FURNISHED MATERIALS Work packages will be provided by the technical monitor in agreement with Section C of the basic contract.
This will include the following:

Current or proposed emergency plan, EAL scheme or implementing procedures needed to perform review.
2.
Previously approved emergency plan, EAL scheme or implementing procedures needed to perform review.

Any supporting documentation from the licensee which is required to adequately perform review.
