Executive Vice President Gentlemen:
This letter confirms the conversation I had with you on March 6, 1987, regarding the circumstances described in your Licensee Event Report 87-007, dated February 18, 1987. This~ Licensee Event Report detailed actions taken by a Unit 1 Shift Supervisor to. defeat an engineered safety feature associated with automatic closure of the Main Steam Isolation Valves.
With regard to this event, we' understand that you have taken or will take the following actions:
1.
'You will revise your administrative procedures to preclude intentionally entering Section 3.0.3 of the Technical Specifications unless justified by emergency conditions or as otherwise authorized by approved procedures.
2.
You will promptly ensure all operations personnel understand this revision to your administrative procedures.
3.
You will take actions in the near term to assure that all plant personnel including plant supervision fully understand the above stated policy.
4.
You understand that your above described actions do not limit or preclude future actions as deemed appropriate by the NRC, such as Notices of Violations, Orders, etc.
If my understanding concerning your actions, as summarized above, is not correct, you should promptly notify this office in writing.
