Enforcement Conference On April 10, 1986, an enforcement conference was held at Palo Verde

Nuclear Generating Station with the individuals listed above

participating. The conference related to instances of violations documented in licensee records or identified by the inspectors as set forth in Inspection Report Nos. 50-528/86-07 and 50-529/86-06 (IE-V-737).

The final.rleport, dated April 2, 1986, was forwarded to the licensee on April 3,1986, via overnight mail. This report documented inspection findings from a routine unannounced physical security inspection conducted at the Palo Verde Nuclear Generating Station (PVNGS) from February 11-14, 1986. Additionally, this report documented in-office inspection effort from February 17 to March 13, 1986.

The enforcement conference was announced in a letter to the licensee dated April 4,1986 (attachment I hereto).

Seven examples of a violation were noted in which the licensee identified events which would be classified as either a major or moderate loss of physical security effectiveness.

Upon identification, the licensee properly compensated for these events, however, failed to report these events to the NRC.

The licensee did not offer any comment on this violation.

During this enforcement conference, the licensee indicated that in an effort to improve the support to the Security Department, that the requirements for all security systems maintenance and support.have been consolidated at that in an effor Additionally, the licensee indicated 3 security system on line, tested and fully operational at the earliest possible date, that the Station Operations 7roup has started to accept the Unit 3 security systems from the Construction Group, thereby eliminating the need for this security.
