SUBJECT: NRC MECTING REPORT NOS. 50-528,590 530/93-50

This refers ta the meeting conducted on November 15, 1993, in the NRC Region V

Office. The purpose of the meeting was to discuss the status and schedule of

the emergency operating procedure rewrite program and the assessment of recent

operator performance issues (i.e., operator examination failures and a reactor

coolant system draindown event in Unit 1). The meeting agenda and meeting

details are described in the enclosed Meeting Report.

We appreciate the opportunity to discuss these matters with APS managers.

Proper operator performance and attention to work activity details are crucial

to the safe operation of a facility. We note your management's similar

'

appreciation of the importance of proper operator performance. We aiso note

the corrective actions you have taken, including high impact training

sessions, to improve operator performance and to assure that management

expectations are communicated and implemented. We will review the

effectiveness of these actions during rotune inspections.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of

this letter and its enclosures will be placed in the NRC Public Document Room.
