NRC INSPECTION REPORT 50-528/97-08;50-529/97-08;50-530/97-08
Dear Mr. Levine:
.
On March 17-21,1997, an NRC inspection of the f acility physical security program for the
Palo Verde Nuclear Generating Station, Units 1,2 and 3 was conducted. The inspec'. ion
activities consisted of selective examinations of procedures and representative records,
interviews with personnel, and observation of activities in progress.
Overall, we determined that your physical security program was effectively implemer,ted.
We are concerned, however, that two violations were identified, which involved the failure
'
to adequately protect safeguards information and to maintain an adequate vehicle barrier
system.
The violations are cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding the violations are described in detail in the enclosed report. You are required
to respond to this letter and should follow the instructions specified in the enclosed Notice
when preparing your response. In your response, you should documen, the specific
actions taken and any additional actions you plan to prevent recurrence. After reviewing
your response to this Notice, including your proposed corrective actions and the results of
future inspections, the NRC will determine whether further NRC enforcement action is
necessary to ensure compliance with NRC regulatory requirements.
The material enclosed herewith contains Safeguards information as defined by
10 CFR 73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of
the Atomic Energy Act of 1954, as amended. Therefore, the material will not be placed in
the Public Document Room.
