This acknowledges the receipt of your letter dated December 26, 1986, by which you transmitted Amendment 14 to the Palo Verde Nuclear Generating Station (PVNGS) Security Plan, dated October, 1979, and Revision 5 to the PVNGS Training and Qualification Plan (T&QP), dated July 1981. The results of our review of the T&QP changes were communicated to you in our letter of August 14, 1987. We have reviewed the security plan amendment and have determined that portions of the plan changes are consistent with the provisions of 10 CFR 50.54(p) and are therefore acceptable. However, one portion was not acceptable as indicated in the attached enclosure. Accordingly, you are to follow your previously approved plan in regard to this item.

Based on a telephonic discussion on August 19, 1987, between J. Quan and E. Lumley of your staff, and A. McQueen of this office; we understand a plan amendment will be developed to make this change acceptable under provisions of 10 CFR 50.54(p).

That amendment will be reviewed upon receipt. Should you want to pursue changing the security plan with respect to the change set forth in the enclosure, you should resubmit under the provisions of 10 CFR 50.90.

The enclosure to this letter contains Safeguards Information which is required to be protected against unauthorized disclosure in accordance with 10 CFR 73.21.

The enclosures to your letter contain Safeguards Information of a type specified in 10 CFR 73.21 and are being withheld from public disclosure.
