' This-refers to an investigation performed by the NRC Office of Investigations
- concerning alleged drug use by PVNGS employees, and falsification of startup test packages. This allegation was received in late 1984 and the

investigation-was coordinated with APS Security and the Arizona Department i
of Public Safety.

The allegation concerning' drug use w's provided to the-Arizona Department f

of Public Safety and subsequent investigation by that organization i
substantiated the allegation. Several arrests were made and other
[
individuals were suspended from their employment at PVNGS.
The allegation concerning falsification of st'artup test packages was not

substentiated. The NRC resident staff conducted an extensive-records review, in conjunction with the Office of Investigations, and.were unable to detect falsified records.
