SUBJECT: NRC INSPECTION OF PALO VERDE UNITS 1, 2, AND 3
This letter refers to the special inspection by Messrs. J. F. Burdoin, W. J.
L'agner and F. Gee of this office conducted from January 30 through August 11,
1989, of activities authorized by NRC License Nos. NPF-41, NPF-51 and NPF-74,
and to the discussion of our findings held with your staff at the conclusion
of the inspection.
Areas examined during this inspection are described in the enclosed inspection
report. Within these areas, the inspection consisted of selective
examinations of procedures and representative records, interviews with
personnel, and observations by the inspectors.
We note that a number of deficiencies still exist with your EE-580 cable and
raceway tracking system, even though indications of these deficiencies were
first identified as early as mid 1985.
Based on the information available,
and based on the broad-based corrective actions you have initiated, we do not
presently consider the EE-580 deficiencies to constitute an immediate safety
concern. Nonetheless, we encourage you to expedite your review in this area;
and we request that you promptly report to us any safety significant
deficiencies you may find in this area.
Additionally, we request you provide

-a written description of your action plan and your commitments to review and

correct deficiencies with the EE-580 system within 30 deys of the date of this
letter.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure
will be placed in the NRC Public Document Room.
The response requested by this letter and its enclosure are not subject to the
clearance procedures of the Office of Management and Budget as required by the
Paperwork Reduction Act of 1980, Pub. L. No.96-511.
