This letter refers to the inspection conducted by Mr. C. Myers during the
-period of October 18 through 22, 1993, of activities authorized by NRC License

Nos. NPF-21, NPF-51 and NPF-74 and to the discussion of our findings held with
!
members of your staff on October 22, 1993.
The inspection evaluated the
effectiveness of your activities to assure the operability and reliability of
!
motor operated valves (MOVs) in safety-related systems.
Specific areas examined during this inspection are described in the enclosed
inspection report. Within these areas, the inspection consisted of selective
,
examinations of procedures and representative records, and interviews with
!
personnel.

Your MOV program was found to be implemented consistent with your commitments
!
Your test activities were generally effective

in establishing assurance of design basis capability for the MOVs which were
sampled during the inspection,

A recent self-assessment of your MOV ' program conducted by your Independent

Safety and Quality Engineering group was found to be comprehensive with
substantive findings.
Similar weaknesses identified during this inspection
were also identified by your review. We encourage you to assure a timely
