Unit1 Docket No. STN 50-528 License No. NPFQ1 Licensee Event Report 994)0540 Attached please find Licensee Event Report (LER) 50-528/99-005 which has been prepared and submitted pursuant to 10 CFR 50.73.

This LER reports the findings and corrective actions taken as a result of an out of tolerance main steam safety valve,(MSSV) condition in Unit 1, which was discovered during pre-outage testing.

Unit 1 MSSV as-found lift pressures were in some cases outside the tolerance allowed by Technical Specification LimitingCondition for Operation 3.7.1.A. Adjustments were made to the affected MSSVs to restore them to compliance with the Technical Specification.

APS engineering has implemented an augmented testing program to gather additional data on MSSV performance.

Concurrently, APS is evaluating industry operating experience for actions that may assist us in improving MSSV performance and we may implement additional actions ifthey can be demonstrated to be effective.

The corrective actions taken as a result of the out-of-tolerance MSSVs and the augmented testing plan described above are being controlled'in accordance with the PVNGS corrective action program.

As such, APS may modify,these corrective actions as necessary to improve MSSV reliability and performance.

The corrective actions described in this LER are not necessary to maintain compliance with regulations and therefore are not regulatory

commitments
