This acknowledges the receipt of Mr. E. E. Van Brunt's letter dated August 31, 1987, which transmitted Amendment 15 to the Palo Verde Nuclear Generating Station (PVNGS) Security Plan, dated October,1979. We have reviewed the security plan amendment and have determined that the plan changes are consistent with the provisions of 10 CFR 50.54(p) and are therefore acceptable.

It was noted while reviewing this amendment, that Section 5.2.1 (page 5-4) of the plan pertaining to Containment Spare Penetrations was subsequently changed by Amendment 18 to the plan. While the remainder of Amendment 18 has not yet been reviewed for acceptability, the change regardirg containment spare penetrations is acceptable as further changed by Amendment 18. The remainder of Amendment 18 will be addressed in separate correspondence when that review has been completed.

The enclosures to Mr. Van Brunt's letter contain Safeguards Information of a type specified in 10 CFR 73.21 and are being withheld from public disclosure.
