1986, of activities at the Palo Verde Nuclear Generating Station authorized by NRC Construction Permit No.-CPPR-143.
-A~ report of the results:of the-

inspection,"No. 50-530/86-03, was forwarded to you on April 4, 1986. The
.. inspection concentrated.on~ an. examination of hardware and was intended to
_
assess whether the construction of Unit'3 had been performed in accordans.e with quality. requirements by comparing the as-built condition to the' design
'
requirements.
'
~, Based on the results of this inspection, it appears that certain of-your
,
activities.were not conducted _in-full compliance with NRC requirements, as set

s forth.in-the-Notice of Violation, enclosed herewith as Appendix A.
.The areas of concern included'a failure to properly translate design requirements into construction specifications, a. failure to assure the quality.
of vendor supplied components, and a failure to assure adequate inspection of
,
. field' installations.

Your. response to'this Notice is to be submitted in accordance with the-s
. provisions of'10 CFR 2.201 as stated in Appendix A, Notice of. Violation.
