This acknowledges receipt of Mr. E. E. Van Brunt's letter of December 3,1987, by which Station (you transaitted PVNGS), Un1+s Amendment 1, 2, and 3.17 to the Palo Physical Verde Security Nuclear Plan. Generating We have reviewed the plan amendment ano have detemined that portions of the plan changes are consistent with the prov;sions of 10 CFR 50.54(p) and are therefore acceptable. However, certai.7 portions were not acceptable as indicated in the attached enclosure. Accordingly, you are to follow your previously approved plan in regard to these items.

Based on a telephonic discussion between A. McQueen of this office and members of the Palo Verde security and licensing staff on November 22, 1988, we understand that section 15 of this amendment will be rewritten to confom to regulatory requirements pertaining to protection of special nuclear material of moderate and/or low strategic significance, as applicable.

Should you wish to pursue changing the security plan with respect to the changes set forth in the enclosure, you should resubmit under the provisions of 10 CFR 50.90.

The enclosure to this letter contains Safeguards Infomation which is required to be protected against unauthorized disclosure in accordance with 10 CFR 73.21.
