Dear Mr. Counsil:

This refers to the inspection conducted by Mr. Cordell C. Williams in

conjunction with Mr. Steven Mr. M. Matthews, Director and Chief Inspector,

Boiler Division. Texas Department of Labor and Standards (TDLS), during

the period June 24 through October 14, 1988, of activities authorized by

NRC Construction fermits CPPR-126 and CPPR-127 for the Comanche Peak Steam

Electric Station (CPSES), Units 1 and 2, and to the d'scussion of our

findings with Mr. O. W. Lowe and other meinbers of your staff at the con-

clusion of the inspection.

The enclosed inspection report identifies areas examined during the inspec-

tion. Within these ars the inspection consisted of selective examination

c,f y cedures and repri .ative records, interviews with personnel, and

observations by the insr : tors. The inspection included follow-up of your

responses to the June 26, 1988 NRC Inspection Report 50-445/88-24; 50-446/88-21

and associated Notice of Violation.

Within the scope of the inspection, no violations or deviations were

identified. In accordance with 10 CFR 2.790 of the Cornmission's regulations,

a copy of this letter and the enclued inspection report will be placed in

the NRC Public Document Room.

As a result of these inspections, the NRC staff and TDLS have concluded that,

despite the deficiencies and weaknesses in procedures and records associated

with the heactor Coolant System Cold Hydrostatic Tes+ including the record-

keeping violations previously identified, there was sufficient inforr.ation

available in the test records to adequately demonstrate that the applicable

requirerrents of Section 111 of the ASME Code were satisfied. The wifert

required to cocplete this series of inspections clearly demonstrates the

importance of records enhancements during the final reconciliation phase of t

the Corrective Action Program and che conduct of repairs and modifications

under Section XI of the ASME Code. We will evaluate these aspects of your

activities in our future inspection efforts.
