Our review of the responses indicates the need for additional information before the program to assure valve operability can be approved. The specific infonnation necessary for the completion of our review is enclosed. Additional information is requested within one month of the date of this letter.

The written report shall be submitted to the Regional Administrator, Region III, under oath of affirmation und'er provisions of Section 182a, Atomic ,

Energy Act of 1954, as amended. Also, the original copy of the cover letter and a copy of the report shall be transmitted to the U.S. Nuclear Regulatory Commission Document Control Desk, Washington, DC 20555 for reproduction and distribution.

Review of Responses to Action Item e of IE Bulletin 85-03 Licensee: Unit (s): Big Rock Point 1 Date of Response 05-06-86 Consumers Power Company 1945 West Parnell Road Respondent:

Jackson, Michigan 49201 Kenneth W. Berry, Director Nuclear Licensing The response of 05-06-86 indicates that IEB 85-03 does not apply to Big Rock Point 1. The reason given is that "high differential pressures do not occur across safety-related motor-operated valves as discussed in the bulletin . "

NRC Inspection Report 87-22 (11-25-87) provides a review of the utility response dated 05-06-86 and of the plant's Post Accident System (Core Spray), in Section 2 on the subject of IEB 85-03 fo11ovup. The inspectors remark that "two MOVs (MO-7061 and M0-7071) may be required to open against full reactor pressure trapped between these and two upstream check valves when the reactor coolant system is depressurized after an accident." The inspectors not apply.

IEB 85-03 is not mentioned in these letters.

In view of additional information provided in Inspection Report 87-22 and the utility responses of 12-28-87 and 02-01-88, the present position of the NRC is that the requirements of IEB 85-03 apply to Big Rock Point 1.

Therefore, the information provided in your response to Action Item e of IE Bulletin 85-03 was found to be deficient in some areas. Provide the additional information necessary to resolve the following comments and questions:

1. Describe the additional actions needed to revise Test Procedure T 30-22 (see the response of 02-01-88).
