This refers to the inspection conducted by Messrs. D. D. Chamberlain, W. R.

Bennett, C. C. Harbuck, W. M. McNeill, J. E. Bess, and H. F. Bundy of this. ,

office during the period June 16'through August 15, 1985, of activities author-

ized by NRC Construction Permit CPPR-145 for River Bend Station, and to the

discussion of our findings with you and other members of your staff at the

conclusion of the inspection.

Areas examined during the inspection included review of licensee action on

previous inspection findings, site tours, witnessing fuel transfer operations,

preoperational test program implementation, initial fuel loading procedure

review, River Bend Unit 2 site restoration work implementation, pipe supports

and restraints system testing, allegation follow up, maintenance procedures

review, preoperational . test results evaluation, high energy / moderate energy

line break system review, reactor vessel and internals record review, licensee

identified construction deficiency review, and facility review committee (FRC)

system operability review. Within these areas, the inspection consisted of

selective examination of' procedures and representative records, interviews with

personnel, and observations by the inspector. These findings are documented in

the enclosed inspection report.

During this inspection, it was found that certain of your activities were -in

violation of NRC requirements. Consequently, you are required to respond to

this violation, in writing, in accordance with the provisions of Section 2.201

of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.

Your response should be based on the specifics contained in the Notice of

Violation enclosed with this letter.

During this inspection, it was found that certain of your activities appeared

to deviate from commitments made to the NRC. This item and reference to the

commitment is identified in the enclosed Notice of Deviation. You are

requested to respond to this deviation in writing. Your response should be

based on the specifics contained in the Notice of Deviation enclosed with this

letter.
