Dear Mr. Beckham:

We have reviewed your November 7,1983 responses to Item 1.1, Post-Trip Review (Program Description and Procedure) of Generic Letter 83-28 concerning required actions based on generic implications of Salem anticipated transient without scram (ATWS) events.

We find that your response does not meet the guidelines developed for post-trip review in the following areas:

1. The criteria for determining the acceptability of the restart.
2. The responsibilities and authorities of the responsible personnel performing the Post-Trip Review.
3. The method and criteria for comparing the event with expected plant performance.
4. The criteria for determining the need for independent assessment of the event following a trip.
5. A systematic safety assessment program to assess unscheduled reactor trip.

These deficiencies are discussed in greater detail in Section III of the enclosed SER.

Acceptable responses to the noted deficiencies are required before we can complete our review of your Post-Trip Review Program and Procedures. We request that you submit the additional information needed to correct these deficiencies within 60 days of receipt of this letter.
