This is to acknowledge receipt of your letter dated August 29, 1985 which transmitted changes to the Iowa Electric Light and Power Company's Duane Arnold Energy Center Emergency Plan, Revision 5.

The submitted changes, as contained in Appendix 2, included some updates of Letters of Agreement with offsite support agencies. We have reviewed these changes and have determined that they are consistent with the requirements of 10 CFR 50.54(q) and do not decrease the effectiveness of your plan. The changes are, therefore, acceptable.

Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your plan which may decrease the effectiveness of the plan. However, if your safety review indicates no decrease in emergency preparedness effective-ness, then changes can be made without prior NRC approval. In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E, Section V (Implementing Procedures).

In accordance with 10 CFR 2.790 of the Commission's r2gulations, a copy of this letter will be placed in the NRC's Public Document Room.
