l Per the referenced letter, NRC requested Alliant-IES Utilities Inc. to provide an estimate of l the number oflicensing action requests that will be submitted in Fiscal Years (FY) 2000 and 2001. In addition, the referenced letter also requested that complex licensing actions, such as power uprate requests, license renewal requests, and dry storage applications, be identified by brief title. The estimates are provided in the following:

1) Approximately five licensing action requests will be submitted in the remainder of FY lt)99. None of these items are considered to be complex.

I License Amendment Request No. 272 Duquesne Light Company requests a change to the Technical Specification (TS) Bases.

The proposed change modifies Bases 3/4.1.2 to correspond with the Refueling Water Storage Tank (RWST) volume stated in TS 3.1.2.8. The existing TS 3.1.2.8.b requires  ;

an RWST minimum contained volume of 439,050 gallons. The RWST volume values in I Bases 3/4.1.2 are inconsistent with this value. TS Amendment No. 95 incorporated the l current RWST volume values and the Bases were not changed to address the new values.

Therefore, the first paragraph on page B 3/4 1-2a has been replaced with a new paragraph that clearly defines the RWST volume requirements and is presented in Attachment A.

The minimum required volume of water for the RWST provides: 1) a source of water and Net Positive Suction Head (NPSH) for High Head Safety Injection (HHSI) and Low Head Safety Injection (LHSI), 2) adequate sump water for LHSI and Recirculation Spray (RS) pump NPSH, and 3) water for containment Quench Spray (QS). Specifically, the limiting case for defining the minimum RWST volume is derived from the containment analysis for sub-atmospheric peak pressure during a Reactor Coolant Pmnp suction Large Break Loss of Coolant Accident (LOCA). The minimum volume corresponds to 439,050 total gallons as contained in the RWST. From this total volume, the analysis value of 430,500 gallons is considered to be delivered to the respective systems. l/

. License Amendment Request No. 272 Page 2 concentrations, QS flow, elevations for pump NPSH [QS, LHSI, HHSI, RS (via sump)],

core reactivity transients (reactivity accidents, LOCAs, main steamline break, etc.), and all containment pressurization transients. The specific RWST volume utilized within a particular calculation depends on the sensitivity for conservative results. The TS 3.1.2.8.b RWST minimum " contained" volume of 439,050 gallons incorporates the mimmmn limiting usable volume of 430,500 gallons. This leaves 8550 gallons remaining which includes both unusable (volume below QS piping inlet penetration) and additional conservative buffer volume.

Bases 3/4.1.2 has been modified to be consistent with the RWST volume requirements stated in TS 3.1.2.8. The existing procedures, level alarms and setpoint calculations for the RWST level requirements identify and/or use the correct (true) contained volume / elevation needed to satisfy the TS 3.1.2.8 surveillance requirements.

Implementing this change to Bases 3/4.1.2 provides further clarification to strengthen these requirements.

The revised Bases are consistent with the RWST volume requirements provided in TS 3.1.2.8. This change does not affect the operation of the Boration System or any other system and is consistent with the accident analyses. This change will not affect the abiliy of any system to perform its design function; therefore, this change is acceptable and will not adversely affect the safety of the plant.

This change was reviewed by the Beaver Valley review committees and was determined to be safe. An implementation period of up to 60 days is requested following the effective date of this amendment.
