Dear Mr. Franz:
l This letter refers to an investigation conducted by the U.S. Nuclear Regulatory Commission (NRC), Office of Investigations (01), in part, to determine whether a quality control inspector,
! employed by Spec inspection Consultants, was discriminated against by being laid off at the Duane Arnold Energy Center after raising a safety concern. Based on the evidence developed during the investigation, Ol could not substantiate the issue and this matter is closed. The synopsis from the Ol report of investigation is enclosed.

SYNOPSIS This investigation was initiated by the U. S. Nuclear Regulatory Commission, Office of Investigations (OI), Region III (RIII), on May 27,1998, to determine whether a contract Quality Control Inspector (QCl), who was laid off from the Duane Arnold Energy Center, was discriminated aga'nst after raising a safety concern.
Based upon evidence developed during the investigation; OI:RIII could not substantiate the allegation that the contract QCI had been discriminated against for identifying a safety concern.
