COMPLETION OF NRC GENERIC LETTER 97-04, " ASSURANCE OF SUFFICIENT NET POSITIVE SUCTION HEAD FOR EMERGENCY CORE COOLING AND CONTAINMENT HEAT REMOVAL PUMPS," FOR DUANE ARNOLD ENERGY CENTER (TAC NO. M99987)

Dear Mr. Protsch:

On October 7,1997, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 97-04, " Assurance of Sufficient Net Positive Suction Head for Emergency Core Cooling and Containment Heat Removal Pumps," to all holders of operating licenses or construction permits. By letter dated January 5,1998, IES Utilities Inc. (lES) provided its response regarding GL 97-04 for the Duane Arnold Energy Center (DAEC). By letter dated May 14,1998, we requested additional information regarding the use of containment overpressure to ensure adequate net positive suction head (NPSH) to the emergency core cooling (ECCS) pumps. IES responded to the request by letter dated June 12,1998.

Although DAEC was originally licensed with some credit for containment overpressure for the core spray pumps, the NRC staff was concerned that the reliance on containment overpressure would be increased upon resolution of Bulletin 96-03," Potential Plugging of Emergency Core Cooling Suction Strainers by Debris in Holling-Water Reactors." In a letter dated September 2, 1998, the NRC staff indicated that DAEC might be outside its licensing basis when it implements its proposed resolution of Bulletin 96-03 with respect to credit for containment overpressure.

IES responded to the NRC staff's concern in a letter dated July 1,1999, that provided additional information on the issues raised in the September 1998 letter. IES stated that a new limiting configuration was not created in the revisions to the NPSH analyses. Additionally, IES has not increased its reliance on containment overpressure as part of its resolution of Bulletin 96-03 for DAEC.

The NRC staff has reviewed the submittals and supporting documentation from lES. Based on () ,

this review, the NRC staff believes that DAEC will not increase its reliance on containment  !

- overpressure above its current licensing basis. Additionally, IES has provided the information ,

requested by Generic Letter 97-04. Based on the information provided, the NRC staff considers that GL 97-04 has been satisfactorily addressed for DAEC. h ggRFCamEC8Pi nW ~
