By letter dated September 29,1998, as supplemented on December 15,1998, you submitted a i request for relief from the applicable ASME Code,Section XI, requirements for the removal and  !

installation of snubbers and relief valves for testing, during Duane Amold Energy Center's 1 (DAEC) third 10-year inservice inspection interval. Specifically, you requested approval to use j the attemative requirements described in ASME Section XI Code Case N-5081, " Rotation of j Serviced Snubbers and Pressure Relief Valves for the Purpose of Testing," in lieu of ASME i Section XI, IWA-7000. l The' staff has reviewed and evaluated your request as documented in the enclosed safety l evaluation. The staff has determined that your proposed attemative will provide an acceptable  ;

level of quality and safety. Accordingly, your request for relief to implement the alternatives i provided in Code Case N-508-1 is authorized pursuant to 10 CFR 50.55a(a)(3)(i). Use of Code i Case N-508-1 is authorized for the third 10-year interval of the Duane Amold Energy Center .!

By letter dated September 29,1998, as supplemented on December 15,1998, you submitted a request for relief from the applicable ASME Code,Section XI, requirements for the removal and installation of snubbers and relief valves for testing, during Duane Arnold Energy Center's (DAEC) third 10-year inservice inspection interval. Specifically, you requested approval to use the alternative requirements described in ASME Section XI Code Case N-508-1," Rotation of Serviced Snubbers and Pressure Relief Valves for the Purpose of Testing," in lieu of ASME Section XI, IWA-7000.  ;

The staff has reviewed and evaluated your request as documented in the enclosed safety evaluation. The staff has determined that your proposed alternative will provide an acceptable i level of quality and safety. Accordingly, your request for relief to implement the alternatives '

provided in Code Case N-508-1 is authorized pursuant to 10 CFR 50.55a(a)(3)(i). Use of Code Case N-508-1 is authorized for the third 10-year interval of the Duane Arnold Energy Center until such time as the Code Case is approved by reference in Regulatory Guide 1.147. At that time, if you intend to continue to implement this Code Case, you must follow all provisions in Code Case N-508-1 with any limitations issued in Regulatory Guide 1.147.
