DUANE ARNOLD INSPECTION REPORT 50-331/99005(DRS)
Dear Mr. Franz:
On July 1,1999, the NRC completed an engineering and corrective action inspection at your
Duane Amold Energy Center (DAEC) facility. The enclosed report presents the results of that
inspection.
Areas examined during the inspection are identified in the report. The inspection included an
assessment and evaluation of engineering support, design change and modification activities

including 10 CFR 50.59 safety evaluations and applicability reviews, corrective actions, and
intamal assessment activities. Within these areas, we selectively observed activities in
l
progress, reviewed procedures and representative records, observed plant conditions, and
I
_ discussed activities and concerns with members of your staff.
Our inspection results indicated that engineering and problem resolution activities at the
Duane Amold plant were effective. Modifications were effective in resolving plant problems and
post-modificatio i testing ensured system operability.~ Temporary modifications were well
controlled and t.ppropriate. Safety evaluations performed in accordance with 10 CFR 50.59

. were thorough and ooerability determinations reviewed were acceptable. However, the
inspectors identified sevaral modifications and their associated safety evaluation applicability
!
reviews that contained inmnsistent documentation references. Inconsistent documentation
. references may have contributed to the installation of a safety related recirculation pump motor
snubber with the incorrect oil. . The problem resolution portion of the corrective action program
was considered good with thorough root cause determinations that were effective in preventing
problem recurrence.- Self-assessments were good and the continuous assessment process
appeared thorough.
