SbBJECT: EQUIPMENT QUALIFICATION INSPEC110N DUANE ARNOLD ENERGY CENTER This letter confirms the dates of April 13-17, 1987, for the NRC_Ed8 N tM Qualification'(EQ) Inspection of electrical and instrumentation equipment, at the Duane Arnold Energy Center. These dates were established during a January 28, 1987, telephone conversation betweten Mr. S. Swails of your staff' and Mr. A. S..Gautam of my staff. The inspection will be performeo by a six mcrber inspection team with Mr. A. S. Gautam of the Region III office as lead.

The following areas will be inspected:

Implementation of corrective action consnitments addressed in the final Duane Arnold EQ Safety Evaluation Report.

Compliance to EQ regulations of 10 CFR 50.49, including Program Procedures, Master Equipment List, Maintenance, Procurement, Upgrading of Replacement Equipment, Quality Assurance and Employee Training.

Adequacy of equipment qualification files, including responses to relevant NRC Informdtion Notices and Dulletins.

Installation and maintenance of selected plant EQ equipment.

A management entrance meeting is scheduled for 2:00 p.m. on April 13, 1987, at the plant site. A plant walkdown inspection of selected EQ equipment is scheduled for April 15, 1987, and an NRC exit meeting is scheduled for 11:00 a.m. on April 17, 1987. To facilitate NRC preparation for this inspection, Mr. Swails of your staff has been requested to submit the following Duane Arnold EQ' documents no later than March 27, 1987.

Licensee's procedures applicable to EQ (EQ Program, procurement of qualified equipment, maintenance of qualified equipment, and modifica-tions to plant that could affect qualified equipment).

Final NRC EQ SER issued to the plant, and any appropriate licensee responses to.the SER.

The licensee is requested to make a presentation at the entrance meeting to address:

Overview of EQ' Program, c.

Overview of EQ documentation file organization including how files address meeting EQ criteria (10 CFR 50.49,-DOR, NUREG 0588) required instrument accuracy, submergence, as applicable.
