SAFETY EVALUATION ADDRESSING THERMO-LAG RELATED AMPACITY DERATING ISSUES - DUANE ARNOLD ENERGY CENTER (TAC NO. 82809)

Dear Mr. Protsch:

By letters dated December 13,1996, and May 16,1997, IES Utilities Inc. submitted its response to NRC questions concerning Thermo-Lag related ampacity derating issues at the Duane Arnold Energy Center (DAEC). The NRC staff, with assistance from its contractor, Sandia National Laboratories (SNL), has completed its review of your submittals. The results of the review are documented in the enclosed safety evaluation and its attached SNL Technical Evaluation Report, "A Technical Evaluation of the Duane Arnold Energy Center Analysis of Ampacity Loads for Fire Barrier Clad Power Cables," dated September 15,1997.

On the basis of its review, the staff has concluded that the ampacity derating analysis results are acceptable and there are no significant safety hazards associated with the application of IES Utilities Inc.'s ampacity derating methodology at DAEC. You should retain all documentation related to the resolution of the ampacity issue for future NRC audits or inspections.
