DUANE ARNOLD INSPECTION REPORT 50-331/99004(DRP)

Dear Mr. Franz:

This refers to the routine safety inspection conducted on April 14 through May 25,1999, at the

Duane Arnold Energy Center (DAEC) facility. The purpose of the inspection was to determine

whether activities authorized by the license were conducted safely and in accordance with NRC

requirements. At the conclusion of the inspection, the findings were discussed with those

members of your staff identified in the enclosed report.

During this 6-week inspection period, your conduct of activities at the DAEC facility was

j

characterized by safety-conscious operations. Specifically, we observe <l control room operators

perform an error-free shutdown to allow repair of an intermittent main generator field ground

alarm. In addition, we observed your maintenance and engineering staffs affectively identify

and repair the ground alarm.

However, based on the results of this inspection, the NRC has determined that a violation of

NRC requirements occurred involving inadequate testing of standby liquid control system

l

valves. The violation is being treated as a Non-Cited Violation (NCV), consistent with

Appendix C of the Enforcement Policy. - The NCV is described in the subject inspection report.

If you contest the violation or severity level of the NCV you should provide a response within

30 days of the date of this inspection report, with the basis for your denial, to the Nuclear
