Dear Mr. Protsch:
On August 17,1995, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter
-(GL) 95-07, " Pressure Locking and Thermal Binding of Safety-Related Power-Operated Gate Valves," to request that licensees take actions to ensure those safety-related power-operated
' gate valves that are susceptible to pressure locking or thermal binding are capable of performing their safety functions, in a letter of February 13,1996, IES Utilities submitted its 180-day response to GL 95-07 for

Duane Arnold Energy Center. The NRC staff reviewed the licensee's submittal and requested
. additional information in a letter dated May 31,1996. In a letter of July 3,1996, the licensee provided the additional information. In a letter dated November 20,1G98, the licensee supplemented its 180-day response. The NRC staff requested additional information in a letter dated April 1,1999, and the licensee provided the additional information in a letter dated April 28,1999.
The NRC staff has reviewed the licensee's submittals and finds that the licensee has adequately addressed the actions requested in GL 95-07, as discussed in the enclosed safety evaluation.

Dear Mr. Protsch:
On August 17,1995, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 95-07," Pressure Locking and Thermal Binding of Safety-Related Power-Operated Gate Valves," to request that licensees take actions to ensure those safety-related power-operated gate valves that are susceptible to pressure locking or thermal binding are capable of performing _
their safety functions.
In a letter of February 13,1996, lES Utilities submitted its 180-dey response to GL 95-07 for Duane Amold Energy Center. The NRC staff reviewed the licensee's submittal and requested additional information in a letter dated May 31,1996. In a letter of July 3,1996, the licensee provided the additional information in a "NG-98-1927, Forwards Response to NRC 980923 RAI Re GL 96-05, Periodic Verification of Design-Basis Capability of SR Movs. List of Seventeen Valves Previously Removed from [[generic letter" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Scope,Also Encl|letter dated November 20,1998]], the licensee supplemented its 180-day response. The NRC staff requested additional information in a letter dated April 1,1999, and the licensee provided the additional information in a letter dated
~ April 28,1999.
- The NRC staff has reviewed the licensee's submittals and finds that the licensee has adequately addressed the actions requested in GL 95-07, as discussed in the enclosed safety evaluation.
