CHANGES TO THE QUALITY ASSURANCE PROGRAM IN THE UPDATED FINAL SAFETY ANALYSIS REPORT, REV. 20, FOR THE DUANE ARNOLD ENERGY CENTER (TAC NO. MA4333)

Dear Mr. Protsch:

By letter dated November 24,1998, IES Utilities Inc. provided changes to the Quality Assurance Program Description (QAPD) for the Duane Arnold Energy Center (DAEC). You indicated that

' the information was provided in accordance with the requirements of 10 CFR 50.54(a)(3);

however, you stated that none of the changes involved a reduction in commitment. Section 50.54(a)(3) states, in part, that "[c)hanges to the quality assurance program description that do

-not reduce the commitments must be submitted to the NRC in accordance with the requirements of (section] 50.71(e) " The NRC staff has compared your proposed changes to the DAEC QAPD with existing commitments and confirmed that the changes do not constitute a reduction in commitments. Pursuant to 10 CFR 50.54(a)(3), NRC approval is not required prior to implementation of the proposed changes. This completes our activity on TAC No MA4333.
