Dear Sir:

- In a letter dated August 19,1999, NG-99-1164, the DAEC requested a waiver of the significant control (reactivity) manipulations requirement for Merle R. Pettengill's senior operator license application. At that time, we documented our belief that Mr. Pettengill's previous operations experience met the intent of that requirement. After further review, and in consideration of the proximity to the upcoming examination date, Mr. Pettengill will instead re-perform the five significant control manipulations pursuant to 10 CFR55.31(a)(5).

l However, since we do not believe all five of the required manipulations can be performed

. between now and the examination date, the DAEC is requesting a waiver to allow Mr.

Pettengill to participate in the upcoming Senior Operator examination on September 20, 1999. It is our intent to ensure Mr. Pettengill completes all five of the required manipulations as soon as possible.

Based on the experience of this candidate as documented in the August 19'h letter, we feel Mr. Pettengill is prepared for the September 20th examination. We understand that issuance of Mr. Pettengill's license would be pending your receipt of documentation of the completed control manipulations.
