This is to acknowledge receipt of a letter dated November 25, 1986, which transmitted the Revision 6 to the Duane Arnold Energy Center (DAEC) Emergency Plan, effective as of November 21, 1986. This revision was received in our office on December 9, 1986.

We have completed our review of Revision 6 to the DAEC Emergency Plan and have concluded that one of the changes made from the previous Revision 5 was unacceptable. The Emergency Action Levels (EALs) in Table D-2 of Section D of the plan have been omitted from Revision 6. This omission decreases the effectiveness of the plan. A licensee's emergency plan should include a standard emergency classification and action level scheme, the bases of which include facility system and effluent This is a planning standard stipulated in 10 CFR Part 50.47(b)(4) parameters. .

This omission has been discussed with the Manager, Nuclear Licensing and Emergency Planning, and with your Emergency Planning, Coordinator during the recent inspection of January 5-9, 1987. An informal agreement between Mr. James P. Patterson of my staff and your two representatives has been made, that Revision 6 to DAEC Emergency Plan will be reissued and sent to Region III for review within 60 days of the date of this letter.

In addition to the EAL tables, some other items of concern in the plan were addressed in Inspection Report No. 50-331/87003 as a result of the January 5-9, 1987 inspection. If these minor plan changes are made as a result of the i

inspection, as indicated by the Emergency Planning Coordinator, we will have no further questions.

A correction is needed on Page H-7, Section 2.6.3.b., Containment Instrumenta-tion, as observed in our plan review, namely; "Drywell to Torus P" and " Torus to Rx Building P" should be changed to add AP to each of these containment instrumentation items as previously identified in Revision 5 to the plan.

Iowa Electric Light and Power 2 JAN21Jgg-Company Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your plan which may decrease the effectiveness of the plan. However, ,

if your safety review indicates no decrease in emergency preparedness l effectiveness, then changes can be made without prior NRC approval. In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E, Section V (Implementing Procedures).

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC's Public Document Room.
