Dear Sir (s):

i The above Reference 1 letter submitted a Technical Specification Change Request to revise the Safety Limit Minimum Critical Power Ratio (SLMCPR) for DAEC to accommodate the use of GE-12 fuel in Cycle 17, scheduled to begin in November 1999. In that letter, we stated that the analysis discussed in that letter was dependent on the final core loading pattern and that if the SLMCPR numerical values changed as a result of the analysis with the confirmed final core loading pattern, we would update the submittal. ,

U The Reference 2 letter updated the Reference I submittal because the SLMCPR values did change as a result of the analysis with the confirmed final core loading pattern. This was not a new Technical Specification Change Request,just an update. For the convenience of the Db\

NRC reviewers, all of the necessary information in the first letter was repeated in the second letter, along with the updated information. We did this so the reviewers would have the complete updated submittal in one document. The only changes were the updated SLMCPR numerical values and the General Electric attachment regarding the updated analysis.

We request approval of this application as soon as possible to ensure implementation prior to the ' scheduled start of Cycle 17. We also request that the effective date be no earlier than the date of shutdown for the Cycle 16/17 refuel outage, currently scheduled for October 22, 1999, to avoid unnecessary conflicts with the current cycle's (i.e., Cycle 16) operating limits.
