SAFETY EVALUATION OF THIRD 10 YEAR INTERVAL INSERVICE INSPECTION PROGRAM PLAN REQUESTS FOR RELIEF FOR DUANE ARNOLD ]

ENERGY CENTER (TAC NO. MA4151)

Dear Mr. Protsch:

By letter dated October 30,1998, as supplemented July 21,1999, IES Utilities, Inc. (lES),

proposed its third 10-year interval inservice inspection program requests for relief for Duane Arnold Energy Center. I The U.S. Nuclear Regulatory (NRC) staff, with technical assistance from its contractor, the Idaho National Engineering and Environmental Laboratory (INEEL) has reviewed and evaluated '

the information provided, and the NRC staff's evaluation is contained in the enclosed safety evaluation.

The safety evaluation concludes that eight of the licensee's relief requests are acceptable, one relief request is unacceptable, and one relief request is unnecessary. In summary:

(1) For relief requests NDE-R001 (Part B), NDE-R027, NDE-R028, NDE-R029, and NDE-R030 the Code requirements are impractical. Relief is granted pursuant to 10 CFR 50.55a(g)(6)(l). These reliefs are authorized by law and will not endanger life or property or the common defense and security and are otherwise in the public interest, giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.

(2) For request for relief NDE-R001 (Part A), IES' proposed alternative to the augmented reactor pressure vessel shell weld examination will provide an acceptable level of quality and safety and is authorized pursuant to 10 CFR 50.55a(a)(3)(i) and 10 CFR 50.55a(g)(6)(ii)(A).

(3) For relief requests NDE R032 and NDE-R035, IES' proposed alternatives will provide an acceptable level of quality and safety and are authorized pursuant to 10 CFR 50.55a(a)(3)(i).

between recertificatioriis not technically supported. Tlierefore, the use of Code Case N-574 is denied. ( f (5) Relief request NDE-R034 is unnecessary in light of a recently issued revision to 10 CFR 50.55a.

The authorization of the alternatives is based upon the fulfillment of any commitments made by lES Utilities, Inc. in the basis for each of the proposed attematives.
