SUBJECT: DUANE ARNOLD INSPECTION REPORT 50-331/98015(DRP) AND

On January 12,1999, the NRC completed a routine safety inspection at your Duane Amold
l
Energy Center (DAEC) facility. The enclosed report presents the results of that inspection.
l
During this 7-week inspection period, your conduct of activities at the DAEC facility was
!
characterized by a safety conscious approach and a conservative operating philosophy.
However, the inspectors identified one violation of NRC requirements. The violation is cited in
i
the enclosed Notice of Violation and the surrounding circumstances are described in detail in
.
the subject inspection report. Specifically, a quality control (QC) inspector, due to a sense of
i
'
urgency to complete the work, did not review and implement applicable procedure
requirements. As a result, the QC inspector did not identify deficient soldering of a jumper lead
on a 250 voit direct current battery charger circuit card Subsequent actions taken by your
managerial staff to reinforce expectations with womers to take the proper time to complete work

activities and review and use procedures were reasonable.

The NRC has concluded that information regarding the reason for the violation, the corrective
actions taken and planned to correct the violation and prevent recurrence, and the date when
full compliance was achieved is addressed in the subject inspechon report. Therefore, you are

- not required to respond to this letter unless the description therein does not accurately reflect
your corrective actions or your position, in that case, or if you choose to provide additional
information, you should follow the instructions specified in the enclosed Notice.
