JULY 1,1998 TO DECEMBER 31,1998 i SYNOPSIS:

- During this reporting period, IES Utilities /Duane Amold Energy Center (DAEC) conducted 158 drug / alcohol tests in accordance with 10 CFR Part 26. There were no periods of higher activity, such as a refueling outage. The breakdown of this period's testing actisity is:

Random 120 / 0 Positive Pre-Access 37 / 0 Positive For-Cause 1 / 0 Positive Follow-Up 0 / 0 Positive Other 0 / 0 Positive Total 158 / 0 Positive IES Utilities Inc. follows the guidelines as prosided in 10 CFR Part 26, Appendix A for types of substances and cut-ofilevels for positive test results. The random testing rate for this period was around 17.5 percent of the average population. A refueling outage will occur in the second six month period of 1999, resulting in a sharp increase in random and pre-access testing actisity.

There were five instances ofindividuals submitting specimens for random testing that were deternuned at time of collection to be low in specific grasity. A'l five were recollected under observed conditions as soon as was possible. All specimens were packaged separately and sent to the reference lab for testing. None were determined as positive. 'Ihere were no other instances of

" suspicious" specimens collected in this reporting period.

There were no instances of positive drug or alcohol test results. One contractor (short-term, escorted) was given a for-cause test based on odor of alcoholic beverage. Test results were -

between .02 and .04, for w hich IES Utilities Inc. does have some sanctions. Management actions ,

are described below.

MANAGEMENT ACTIONS TAKEN:

The escorted, short term contractor was not in the process of requesting unesconed access, however, his escorted access was denied. The employer was apprised of the situation and chose to replace the worker for the project.

No other management actions were required to be taken for FFD events in this period.

EFFECrlVENESS EVALUATION:

IES Utilitics/DAEC continues to implement a Fitness for Duty Program that is effective in achicsing the objectives of 10 CFR Part 26.

LESSONS LEARNED:

IES Utilities Inc. began reviewing the potential impact ofingestion of hemp seed oil products on the FFD program, if such ingestion is claimed as legitimate usage for a positive THC test result.

Completion of this review and recommendations for policy regarding hemp seed oil ingestion is expected to be done in the second reporting period of 1999.~ l l
