.i On September 1, 1987, NRC Region III forwarded to you an allegation by a former maintenance worker who had been employed by Bechtel Cor.struction Corporation under contract with Iowa Electric Light and Power Company. The allegations involved safety concerns over work in a lower condenser a.nd job discrimination.
Your response was r.eceived on October 2, 1987 and reviewed in a routine manner.
At that time we chose not to render a decision with regard to its adequacy since the matter was under appeal with the Department of Labor (DOL) and we viewed a ruling by DOL as essential in determining whether a violation of 10 CFR 50.7 had occurred. To date there has been no D0L ruling and inquiries in this regard have given us no indication that a ruling is imminent.
The former maintenance worker voiced concerns with health physics precautions taken for work in the lower condenser. Our review of your response, along with routine observations of radiation protection practices during the past eighteen months, leads us to conclude that your controls at the time of that work were and continue to be adequate.
The technical concerns expressed by the alleger are not substantiated and are considered closed; concerns expressed over job discrimination will remain open until DOL rules on the matter.
