' The.U.S. Nuclear Regulatory Commission has issued the enclosed Amendment No.227 to Facility Operatins License No.' DPR-49 for the Duane Arnold Energy Center (DAEC). This amendment consists of changes to the Technical Specifications (TS) in response to your -

application dated October 15,1998, as supplemented December 21;'_1998.

The amendment revises the DAEC TS by adding'a new TS 3.7.9,'" Control Building / Standby Gas j

' Treatment System (CB/SBGT) instrument Air System."iThe amendment also revises TS 3.6.1.3, " Primary Containment isolation Valves (PCIVs)," Condition E, by adding a time limit for plant operation if a penetration flow path is isolated by a single purge valve with resilient seal.

' A copy of the related Safety Evaluation is also enclosed. Notice of issuance will be included in the Commission's next biweekly Eederal Reaister notice.
