Docket No. 50-331-

Iowa Electric Light and Power

Company

ATTN: Mr. Lee Liu

President and Chief

Executive Officer

IE Towers

P. O. Box 351

Cedar Rapids, IA 52406

Gentlemen:

This is to acknowledge receipt of a letter dated April 1, 1987 from

Mr. R. W. McGaughy to Mr. A. B. Davis, which transmitted your response on

open items identified during the November 1986 Emergency Response Facility

Appraisal (Report No. 331/86020(DRSS)).

.

In general, we are satisfied with your response. However, considering the-

nature of several items and our understanding of the associated corrective

actions, the proposed schedule for completing corrective actions appears

excessive for the following items: 1, 4a, 4e, 4f, and 8. For example, the

i

planned corrective actions for items 4f and 8 involve revising three existing

procedures and completing training on these revisions. Eight ar.d one-half

months seems an inordinately long time to complete these tasks. Therefore, we

request that schedules for completing corrective actions on the aforementioned

five items be shortened, or that your staff provide further information to

justify the currently proposed schedules.

If there are any questions on this response, please have your staff contact

Mr. T. Ploski of my staff at (312) 790-5529.

.

Sincerely,
