Dear Mr. Wilson:

This refers to the inspection conducted on August 20 through September 30,1999, at the l

Duane Arnold Energy Center facility.' The NRC conducted a routine safety inspection. The

enclosed report presents the results of thb inspection.

During this 6-week inspection period, your conduct of activities at the Duane Amold Energy

Center facility was characterized by safety conscious operations. A number of emergent

equipment problems occurred during the inspection period, some of which required your

operators to perform significant power changes. Throughout the period, the operators

maintained deliberate control of the facility and were well aware of equipment status. They also

effectively communicated plant status and operations in progress. Some of the more minor

equipment problems that occurred were noted to be repetitive, and we will continue to monitor

your staff's corrective actions,

in accordance with 10 CFR Part 2.790 of the NRC's " Rules of Practice," a copy of this letter and

its enclosure will be placed in the NRC Public Document Room.
