GENERIC LETTER 96-06 RESPONSE REGARDING THERMALLY INDUCED PRESSURIZATION FOR THE DUANE ARNOLD ENERGY CENTER (TAC NO. M96808)

- Dear Mr. Protschi The NRC staff has reviewed the letter submitted on January 28,1997, by lES Utilities, Inc. (the licensee) regarding Generic Letter (GL) 96-06, " Assurance of Equipment Operability and Containment Integrity During Design Basis Accident Conditions." The licensee's January 28, 1997, submittal provides its response to the generic letter for the Duane Arnold Enargy Center, in its response of January 28,1997, the licensee identified four penetrations which were vulnerable to a water solid volume that would be subjected to an increase in pressure due to heating of trapped fluid.'The four identified penetrations are: a residual heat removal (RHR) shutdown cooling line, a condensate domineralized water supply line, a drain line from the drywell equipment sump, and a drain line from the drywell floor drain sump. In the January 28, 1997, letter, the licensee stated that the potential for thermally induced pressurization of these

. lines was eliminated by the following actions: one of these penetrations was modified to add a bypass line with a check valve, one of the penetrations is maintained in the drained condition, ,

and two of the penetrations were modified to install expansion chambers. The licensee stated that these actions were completed during Refueling Outage 14. ' The licensee determined in its evaluation that no other piping segments penetrating containment are susceptible to thermally induced pressurization.

The NRC staff finds that the licensee's corrective actions provide an acceptable resolution for the issue of thermally induced pressurization of piping runs penetrcting the containment.

The NRC staff has reviewed the letter submitted on January 28,1997, by IES Utilities, Inc. (the licensee) regarding Generic Letter (GL) 96-06, " Assurance of Equipment Operability and Containment Integrity During Design Basis Accident Conditions.' The licensee's January 28, 1997, submittal provides its response to the generic letter for the Duane Arnold Energy Center.

In its response of January 28,1997, the licensee identified four penetrations which were vulnerable to a water solid volume that would be subjected to an increase in pressure due to heating of trapped fluid.
