DUANE ARNOLD ENERGY CENTER (DAEC)

On May 14, 1987, during an inspection related to the IELP program to improve High Pressure Coolant Injection (HPLI) and Reactor Core Isolation Cooling (RCIC) reliability, a Region III inspector determined that certain surveillance tests. j appeared not to meet the requirements'of the DAEC. Technical. Specifications (TS). l These apparent TS discrepancies involved the functional testing of relay contacts i in the isolation logics ~of the HPCI/RCIC systems. Essentially, the initiating-isolation relay contacts were jumpered not proving them operable'per the TS.

,t Enforcement conferences were held on June 5,1987, and June 29, 1987, to discuss this issue, including the basis for the IELP interpretation of TS definition 1.22e.

During the June 5,1987, conference, the NRC stated that-per the staff's inter-l pretation of the DAEC TS, all relay contacts were to be tested and that testing l the logic circuits by blocking the master relay isolation contact and jumpering the signal past the initiating contact failed to test initiating logic per the <

l above definition. Following the June 5, 1987, conference; your staff agreed to d perform augmented testing of relay contacts per the staff's interpretation by letter dated June 11, 1987, from R. W. McGaughy to A. Bert Davis. The results of your augmented testing program were transmitted in a followup letter dated 1 June 26, 1987. This issue was also discussed at'the June 29, 1987, enforcement conference. The staff interpretaticr, of the DAEC TS was also reaffirmed at that i

! On July 13, 1987, the NRC staff met with members of your staff in Bethesda,

! Mary land. The. purpose of that meeting was to discuss the DAEC' logic system L functional tests as required by the TS and II'LP proposals for' meeting the staff's^ interpretation of the DAEC TS.

Your staff presented their basis for concluding that they were in compliance with their TS, but also indicated that improvements could be made to the DAEC surveillance program for logic system functional testing to include testing of certain relay contacts. '

l Mr. Liu August 13, 1987 Based upon the July 13, 1987, meeting and discussions within the staff, we have concluded that your current TS requires that all engineered safety l i

features actuation logic relay contacts be tested. The staff's position is l that these tests include all relay contacts and are to be tested each '

l refueling outage. In those cases where lifting leads or jumpering certain l contacts is required to complete tests per the TS, then the guidance outlined in IE Information Notice 84-37 should be considered.

In those cases where you or your staff determine that testing specific relay )

contacts should not be performed because an unsafe condition could be caused or undue risk to the plant or the public could be the result, then justification i for not performing the test, including alternate methods for determining the '

operabilit) of ESF actuation logics should be provided. We recommend that you l provide a proposal for changes to the TS to comply with the staff's position.
