This refers to your letter dated September 23, 1988, in response to our August 12, 1988 letter which concerned allegations pertaining to the fitness for duty of an employee at the Davis-Besse Nuclear Power Station authorized by NRC Operating License No. NPF-3. On January 6, 1989, we issued a letter addressing this matter and enclosed a redacted copy of your September 23, 1988 response. We subsequently withdrew our January 6, 1989 letter and the enclosed redacted copy of your response in order to better ensure personal privacy in this matter. A revised redacted copy of your September 23, 1988 response is enclosed with this letter.

In our August 12, 1988 letter, we requested that you initiate u investigation in order to fully analyze the allegation, determine if the allegation was valid, and take corrective actions you deemed necessary (Allegation No. RIII-88-A-0074).

Your September 23, 1988 response, enclosed, indicates that while you could not conclude that the alleged individual was fully fit for duty at all times in the past, the individual was determined to be fit for duty at the time of your investigation, and you determined that the individual had never posed a potential security threat. We have no questions concerning your responses to the allegations. However, your response indicated that your fitness-for-duty procedures were not fully adhered to by certain of your employees who failed to properly report cbserved fitness-for-duty related problems concerning the alleged individual. Based on a telephone discussion with ltr. 8. Schrauder, on November 23, 1988, we understand that you have taken actions to correct the deficiencies. Specifically, a memo was sent to all plant employees, and managers underwent additional training.
