Some of the proposed changes were in response to Generic Letter 84-15
         " Proposed Staff Actions to Improve and Maintain Diesel Generator Reliability" issued July 2, 1984. Additional changes were proposed to decrease diesel gener-ator testing and to clarify both the onsite and the offsite A.C. electrical power sources for the plant.

The NRC staff has reviewed the May 22, 1986 submittal. The staff's safety evaluation is enclosed. The staff concludes that parts of the proposed changes are acceptable and that other parts of the changes are not acceptable. Accordingly, you are requested to resubmit your propo:ed license amendment, in light of staff's enclosed safety evaluation. In addition, the analysis of significant hazards considerations for the revised submittal should specifically address each of the standards in 10 CFR 50.92(c), as described in Generic Letter 86-03 " Applications for License Amendments", February 10, 1986.
