GRAND GULF NUCLEAR STATION, UNIT 1 - POST ACCIDENT NEUTRON FLUX MONITOR (TACNO.72009)

By letter dated February 6,1989, System Energy Resources, Inc. (the licensee) submitted a change in its commitment to install post-accident neutron flux monitoring instrumentation in Grand Gulf Nuclear Station, Unit 1.

The change in connitment is to install an ex-core system instead of an in-core system.

The NRC staff has reviewed the February 6,1989 submittal.

The staff's Safety Evaluation is enclosed.

The staff concludes that the licensee's commitment to install ex-core neutron flux monitoring instrumentation meeting the requirements of Regulatory Guide 1.97, Revision 2, prior to restart following the fourth refueling outage is acceptable.

The licensee's February 6,1989, submittal states that for a test configuration of ex-core detectors installed on the outside of the thermal shield, the lowest obtainable power did not meet the low end of the power range recommended in Regulatory Guide 1.97.

The design of the ex-core instrumentation should consider other locations where the power range recommended in Regulatory Guide 1.97 can be met. The quarterly progress reports on the design and installation of this instrumentation should be continued, including efforts to improve the low end of the power range.

The reporting and/or recordkeeping requirements of this letter affect fewer than 10 respondents; therefore, OMB clearance is not required under P. L.96-511.
