Dear Mr. Eaton:

As the lead plant for review of this BWROG issue, you submitted the subject report for staff review by your letter dated May 6,1997. On the basis of our review, the staff has found the subject report to be acceptable for referencing in license amendment applications or other changes, as appropriate, for all operating boiling water reactors (BWRs) to the extent specified and under the limitations stated in the enclosed U.S. Nuclear Regulatory Commission (NRC) safety evaluation. The evaluation defines the basis for acceptance of the report.

The staff will not repeat its review of the issues found acceptable in the BWROG report when the report appears as a reference in license amendment applications or other changes, as appropriate, except to ensure that the material presented applies to the specific plant involved.

NRC acceptance applies only to the issues described in the report relative to the timing of fission gas release after postulation of a design-basis loss-of-coolant accident. In accordance with procedures established in NUREG-0390, the NRC requests that the BWROG pub!ish accepted versions of the report including the safety evaluation, proprietary and nonproprietary, within 3 months of receipt of this letter. The accepted versions shallincorporate this letter and the enclosed safety evaluation between the title page and the executive summary, and include an " A"(designating accepted) following the report identification number.
