SUBJECT: NRC INSPECTION REPORT NO. 50-416/99-06
Dear Mr. Eaton:
This refers to the routine fire protection inspection conducted on April 19 to 23,1999, at the
Grand Gulf Nuclear Station facility. The enclosed report presents the results of this inspection.

Based on the results of this inspection, the NRC has determined that the fire protection
program was implemented in accordance with the requirements of your license.

One unresolved item was identified concerning the consideration of the effects of fire-induced
'
failures on equipment required for safe shutdown. It is our understanding that you have taken
the position that your license does not require you to consider mechanistic damage to safe
shutdown equipment upon a fire-induced spurious actuation. This position, however, appears
to be contrary to the guidance articulated in Generic Letter 86-10, " Implementation of Fire
Protection Requirements." This matter is discussed in Section F8.1 of the enclosed inspection
report. This matter is unresolved pending further review of your position with respect to the
NRC's interpretation of Generic Letter 86-10.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room (PDR).

with you.
