GRAND GULF NUCLEAR STATION, UNIT 1 - (GGNS UNIT 1) - GENERIC LETTER 88-01(TACNO.69137)
By letter dated August 8, 1988, July 14, 1989, and April 23, 1990, the licensee (System Energy Resources, Inc. before June 6,1990, and Entergy Operations Inc. on or a' ter June 6,1990), submitted its response to Generic Letter (GL) 88-01, "NRC Position on IGSCC in BWR Austenitic Stainless Steel Piping." The NRC staff has comp (leted its review of these submittals.SE) and a copy of the Te A copy of the staff's Safety Evaluation by the staff's contractor, Viking Systems International, are provided in.
Based on the Safety Evaluation, the staff finds your responses to GL 88-01 acceptable, with the exception of your responses regarding changes to the Technical Specifications (TS). When the Committee to Review Generic Requirements (CRGR) met on this topic, they approved the TS to be incorporated by licensees. Thus, you are requested to propose amendments to your TS to:
(1) Include a statement in the surveillance or administrative controls section that includes the following:
"The inservice inspection program for piping identified in NRC Generic Letter 88-01 shall be performed in accordance with the NRC staff positions on schedule, methods, personnel, and sample expansion included in Generic Letter 88-01 or in accordance with alternate measures approved by the NRC staff."
(2) Change TS 3.4.3.2.e to specify that reactor coolant system leakage shall be limited to a 2 gpm increase in unidentified leakage within any 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> period.
(3) Change the surveillance requirement in TS 4.4.3.2.1.b to'specify that primary containment sump flow rate shall be monitored at least once per eight(8) hours.
(4) Change TS 3.4.3.1 to specify that the following actions shall be taken when the sump pump or the sump level and flow monitoring systems are determined to be inoperable. Since your plant has IGSCC weld category D weldments, the Action statement should provide an allowed outage time of 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> for repairing the drywell floor and equipment drain sump monitoring system, or an orderly shutdown should be initiated.
