Dear Mr. Eaton:

The staff has reviewed your response (Ref.1) to our previous request for additional information (RAI) on the IPEEE, Generic Letter (GL) 88-20, Supplement 4, dated June 28, 1991. Based upon its review of your response, the staff is unable to conclude at this time that you have met the intent of Supplement 4 to GL 88-20. Therefore, your response to the enclosed follow-up questions, considering the recently developed EPRI guidance provided in Reference 2, is necessary in order to complete the staff's review.

It is requested that you provide a response to the enclosed RAI by June 15,2000. This response date was discussed with Mr. Jerry Burford of your staff on August 24,1999, who indicated that Entergy will be able to meet this date. The staff appreciates the efforts expended with respect to this matter.

Based on your Individual Plant Examination for Extsmal Events (IPEEE) submittal and the February 10,1998 (Ref.1), response to requests for additional information (RAls) for the GGNS IPEEE, the staff is unable to conclude at this time that you have met the intent of Supplement 4 to Generic Letter 88-20. Your response to the following fire risk analysis RAls (follow-up to previous RAls) is necessary in order to complete our review.

The Reference 1 response to RAI Question 4 relating to the assumed heat release rates (HRRs) from electrical cabinet fires reiterated information provided in the nbmittal and/or traceable to the Electric Power Research Institute (EPRI) Fire PRA [probaoilistic risk assessment) Implementation Guide, without responding to the original RAl New EPRI guidance included in Reference 2 should be helpfulin formulating a new response. The new guidance provides specific recommendations for higher values of HRRs for electrical

. control cabinets, which may alter the conclusions based on the damage expected from postulated cabinet fires. Please consider the new guidance and submit a revised response to the original question.

The Reference 1 response to RAI Question 6 discussed the assumed heat loss factor (HLF) that was used in the GGNS lPEEE analysis. New EPRI guidance on this subject is included in Reference 2, and should be helpful in formulating a new response to this question. The new EPRI guidance provides recommendations for use of lower values of HLF in determining the effects of hot gas layers. Thus, hot gas layer damage may become a more significant contributor to the fire-induced core damage frequency.

Previous conclusions should be re-examined given the new guidance. Please consider the new guidance and submit a revised response to the original question.
